Environmental Permits

Structures, Dredging and Fill and Tidal Wetlands and 401 Water Quality Certificate - June 2022

The Connecticut Department of Transportation applied to the Connecticut Department of Energy and Environmental Protection (CTDEEP) for an updated Structures, Dredging and Fill and Tidal Wetlands and 401 Water Quality Certificate for the WALK Bridge Replacement Project, Permit. No. 201909990-TWSDF. CTDEEP determined that the application was complete and following its sufficiency and technical review, determined that the proposed project complied with the relevant statutes and regulations.

U.S. Army Corps of Engineers Permit - March 2023

The Connecticut Department of Transportation applied for a U.S. Army Corps of Engineers Permit for the WALK Bridge replacement project and related activities located in the Norwalk River, near Norwalk,
Connecticut. U.S. Army Corps of Engineers determined that the application was complete and following its sufficiency and technical review, determined that the proposed project complied with the relevant statutes and regulations.

U.S. Coast Guard (USCG) Bridge Permit - May 2023

The Connecticut Department of Transportation applied to the U.S. Coast Guard for approval of the location and plans for the replacement of the WALK Bridge (No. 04288R AKA the New Haven Line) over a navigable waterway of the United States in March 2022. A final permit was received in May 2023.

NEPA/CEPA Determinations

On April 28, 2022, the Federal Railroad Administration (FRA) issued a Finding of No Significant Impact (FONSI) for the WALK Bridge Replacement project in compliance with NEPA. This follows the Federal Transit Administration (FTA) issuing a Finding of No Significant Impact (FONSI) for the WALK Bridge Replacement project in compliance with NEPA on July 17, 2017.

In accordance with Section 106 of the National Historic Preservation Act, an adverse effect exists for the project. FTA and FRA have determined that there are no reasonable and prudent alternatives to using Section 4(f) protected properties. All possible planning has been done to mitigate harm. A Memorandum of Agreement (MOA) was executed, identifying mitigation measures.

Finding of No Significant Impact

Record of Decision

Under the CEPA process, CTDOT submitted a Record of Decision (ROD) to the Connecticut Office of Policy and Management in June 2017. In a letter dated July 6, 2017, OPM determined that the EA/EIE satisfies the requirements of CEPA for this project.

Environmental Re-evaluation

Under the NEPA and CEPA process, three environmental re-evaluation consultations were conducted between July 2019 and June 2021.

 

 

Environmental Assessment/Environmental Impact Evaluation for the WALK Bridge Replacement Project

The Federal Transit Administration and the Connecticut Department of Transportation (CTDOT) published the Environmental Assessment/Section 4(f) Evaluation/Environmental Impact Evaluation (EA/EIE) on September 6, 2016. The EA/EIE presents alternatives for replacing the WALK Bridge and an evaluation of the environmental impacts of the alternatives, in compliance with the National Environmental Policy Act (NEPA) and the Connecticut Environmental Policy Act (CEPA).

The EA/EIE is available for review below and at the Norwalk City Hall Town Clerk’s Office, Norwalk Public Library, East Norwalk Association Library, South Norwalk Branch Library, Connecticut Department of Transportation, and Western Connecticut Council of Governments.

Construction Coordination Plans

A series of Construction Coordination Plans have been developed for the WALK Bridge and associated projects. The plans are subject to modification and are applied through the Contract documents.
